(2/308) 24 - Antfarm and TStamp/ BuildNumber problem

The time produced by the ant task TStamp is updated only when
build.xml is reloaded. Re-running the build gives the same time
as the previous run unless the build file is modified as well.

There is a similar problem with BuildNumber.
